In the early decades of the twentieth century, tens of thousands of African Americans arrived at Detroit's Michigan Central Station, part of the Great Migration of blacks who left the South seeking improved economic and political conditions in the urban North. The most visible of these migrants have been the male industrial workers who labored on the city's automobile assembly lines. African American women have largely been absent from traditional narratives of the Great Migration because they were excluded from industrial work. By placing these women at the center of her study, Victoria Wolcott reveals their vital role in shaping life in interwar Detroit. Wolcott takes us into the speakeasies, settlement houses, blues clubs, storefront churches, employment bureaus, and training centers of Prohibition- and depression-era Detroit. There, she explores the wide range of black women's experiences, focusing particularly on the interactions between working- and middle-class women. As Detroit's black population grew exponentially, women not only served as models of bourgeois respectability, but also began to reshape traditional standards of deportment in response to the new realities of their lives. In so doing, Wolcott says, they helped transform black politics and culture. Eventually, as the depression arrived, female respectability as a central symbol of reform was supplanted by a more strident working-class activism.

For enslaved and newly freed African Americans, attaining freedom and citizenship without health for themselves and their families would have been an empty victory. Even before emancipation, African Americans recognized that control of their bodies was a critical battleground in their struggle for autonomy, and they devised strategies to retain at least some of that control. In Doctoring Freedom, Gretchen Long tells the stories of African Americans who fought for access to both medical care and medical education, showing the important relationship between medical practice and political identity. Working closely with antebellum medical journals, planters' diaries, agricultural publications, letters from wounded African American soldiers, WPA narratives, and military and Freedmen's Bureau reports, Long traces African Americans' political acts to secure medical care: their organizing mutual-aid societies, their petitions to the federal government, and, as a last resort, their founding of their own medical schools, hospitals, and professional organizations. She also illuminates work of the earliest generation of black physicians, whose adult lives spanned both slavery and freedom. For African Americans, Long argues, claiming rights as both patients and practitioners was a political and highly charged act in both slavery and emancipation.

Educational Binds of Poverty tackles the assumptions made by many recent social and educational policy initiatives suggesting that the best way to improve educational prospects of children in poverty is through an increased emphasis upon a culture of control, discipline, regulation and accountability. In this book, Ceri Brown presents these assumptions against a review of the research literature and an original ethnographic longitudinal study into the lives of children in poverty, in order to highlight the gap between policy discourses and the lived experiences of children themselves. Through the theoretical concept of a set of ‘binds’ against educational success, the book explores four key areas that children in poverty have to navigate if they are to be successful in school. These are: material deprivation the cultural contexts of school, home and the community friendship and social capital the effects of student mobility through atypical school changes. In seeking to characterise and explain what life is like for young school children, this book questions why policy makers have a radically different frame of reference in purporting to understand how their policies will change the behaviour of those living in poverty. This leads onto a consideration of what lessons may be learned in order to contribute towards a more appropriate policy agenda that attends to the multiple binds that children in poverty have to negotiate.

With its comprehensive coverage and quality this provocative book is concerned with the future of developing countries in Africa, Asia and Latin America. By providing in-depth analysis of the economic, social and educational challenges of emerging states it offers an alternative roadmap to development. The authors in this collection substantiate the notion that emerging states often do not participate in policy choices related to their development when faced with universalization of curriculum and internationalization of education. The authors make explicit the direct and indirect effects of globalization on educational systems, social equity, and the path of development. In demonstrating the impact of neoliberalism or market-based reforms on the developing world, the authors show that education without human rights is vulnerable to negative forces of globalization and internationalization. The message of the book is quite pessimistic about possibilities to widen the economic space or increase freedom, unless development cooperation is made possible by “Helping People Help Themselves” as suggested by David Ellerman. The authors note that in the past, the issue of emerging states as an appendage to the world economy was a fundamental question related to colonialism, but now has become a question of imperialism which needs to be examined when considering the current patterns of development.

In 1999, one in four British children lived in poverty—the third highest child poverty rate among industrialized countries. Five years later, the child poverty rate in Britain had fallen by more than half in absolute terms. How did the British government accomplish this and what can the United States learn from the British experience? Jane Waldfogel offers a sharp analysis of the New Labour government’s anti-poverty agenda, its dramatic early success and eventual stalled progress. Comparing Britain’s anti-poverty initiative to U.S. welfare reform, the book shows how the policies of both countries have affected child poverty, living standards, and well-being in low-income families and suggests next steps for future reforms. Britain’s War on Poverty evaluates the three-pronged anti-poverty strategy employed by the British government and what these efforts accomplished. British reforms sought to promote work and make work pay, to increase financial support for families with children, and to invest in the health, early-life development, and education of children. The latter two features set the British reforms apart from the work-oriented U.S. welfare reforms, which did not specifically target income or program supports for children. Plagued by premature initiatives and what some experts called an overly ambitious agenda, the British reforms fell short of their intended goal but nevertheless significantly increased single-parent employment, raised incomes for low-income families, and improved child outcomes. Poverty has fallen, and the pattern of low-income family expenditures on child enrichment and healthy food has begun to converge with higher-income families. As Waldfogel sees it, further success in reducing child poverty in Britain will rely on understanding who is poor and who is at highest risk. More than half of poor children live in families where at least one parent is working, followed by unemployed single- and two-parent homes, respectively. Poverty rates are also notably higher for children with disabled parents, large families, and for Pakistani and Bangladeshi children. Based on these demographics, Waldfogel argues that future reforms must, among other goals, raise working-family incomes, provide more work for single parents, and better engage high-risk racial and ethnic minority groups. What can the United States learn from the British example? Britain’s War on Poverty is a primer in the triumphs and pitfalls of protracted policy. Notable differences distinguish the British and U.S. models, but Waldfogel asserts that a future U.S. poverty agenda must specifically address child poverty and the income inequality that helps create it. By any measurement and despite obstacles, Britain has significantly reduced child poverty. The book’s key lesson is that it can be done.
